OPENING CEREMONY ON THE MULTI-MEDIA PRODUCTION SEMINAR

Today marks another beginning of how the new breed of future warrior diplomats shall emerge from this prestigious institution, the Philippine National Police Academy. On January 31, 2023, is the opening ceremony of the multi-media production seminar, wherein the 42 members of the graduating class, the MASIDTALAK class of 2023, shall undergo a 10-day training and practicum on different areas of how to produce multimedia on different media platforms. They will create their very own radio station that will become part of the academy and be incorporated as part of the cadets' integral education.


We are again fortunate to have the PNPA Director and his family’s support, along with their passion and determination to help the individual growth of the chosen cadets.

Our resource speaker is MAJ CENON C. PANCITO III, PA, Group Commander, Civil Relations Service, AFP.

In basic terms, multimedia production is any sort of production that uses imagery and a combination of text, audio, and graphics to tell a story. This story might be about the sale of a product or the narration of an event. It can be educational, artistic, both, or all of the above. [1]

With the evolution of technology, our resource speaker mentioned that our Armed Forces’ traditional warfare from the sky, sea, and land is being fought through our Air Force, Navy, and Army. However, we also had the internet, or online warfare. So why online? Well, first and foremost, it is a battle for information dominance; the technological advancement of most developing countries is now improving, and according to the presented statistics from the year 2019, the population of people is outnumbered by the gadgets that are being used and the use of sites such as Facebook, YouTube, TikTok, and others. Second, it influences behavior. For example, the "Douyin" or "Tiktok" was developed by the Chinese company Bytedance. According to our resource speaker, they also developed an algorithm to filter out all negative insights about China and its people. He explained in one of his videos that the Chinese developed Tiktok in order to influence the behavior of the American people by showing the Tiktok videos of Americans posting worthless and nonsense videos such as being silly, making fun of foods, pranks, and others. On the other hand, the Chinese people use Tiktok for educational purposes and other meaningful videos such as music, culture, and arts that promote Chinese tradition. Third, our enemy is online; such as the propaganda of the CPP (Communist Party of the Philippines).

This afternoon, we also had a lecture with TSg John Albert G. Sablon (PAF) on the 2007 broadcast code of the Philippines. As future leaders of the Philippine National Police, the vanguard of peace and justice, our learning through a series of lectures and practical exercises provides relevant tools to meet the standards of being a good public safety officer.

Broadcasting in the Philippines should reflect the hopes and dreams of a freedom loving people; broadcasting is a powerful medium in shaping our country's cultural, social, and economic growth and development; broadcasting, because of its immediate and lasting impact on the public, demands of its practitioners a high sense of responsibility, morality, fairness, and honesty at all times. Broadcasting has an obligation to uphold the properties and customs of civilized society, maintain respect for the rights and sensitivities of all people, preserve the honor and sanctity of the family and home, protect the sacredness of individual dignity, and promote national unity.
